Serviced apartment vs Airbnb vs hotel in Kigali.

Quick answer: For one to three nights, especially if you land late or need a 24-hour front desk, a hotel is usually the simplest choice. For a week or longer, for families and for teams, serviced apartments in Kigali give you more space and a kitchen, and can work out cheaper per person. Airbnb covers everything from a private owner's flat to professionally run serviced apartments, so you need to judge each listing on its own. Whichever you choose, compare the total price including taxes and fees, check what cleaning and utilities are included, read the cancellation terms, and ask about an invoice before you book if your company is paying.

Search "serviced apartments Kigali" and you'll mostly find individual buildings promoting themselves. Search "Airbnb Kigali" and Google suggests neighbourhoods such as Kicukiro, Nyarutarama, Remera and Kiyovu. What's missing is a plain comparison. This guide sets out how serviced apartments, Airbnb and hotels differ on cost structure, flexibility, cleaning, invoices and the kind of traveller each one suits, using Rwanda's tax rules and the platforms' own published policies.

What each option actually is

A serviced apartment is a furnished apartment run as an accommodation business. Typically you get a kitchen, a living area and one or more bedrooms, with services such as cleaning and a contact on site or on call. In Rwanda, serviced apartments are a recognised accommodation category: the Rwanda Development Board (RDB) lists them alongside town hotels, villas and cottages among the accommodation establishments that need a tourism operating licence.

An Airbnb is a booking platform, not a type of property. A Kigali listing might be a spare room, an owner's flat or a unit in a serviced apartment building. Airbnb's own fee rules mention hotels and serviced apartments among the hosts on its single-fee structure, which tells you professional operators list there too.

A hotel gives you a room, daily services and usually a reception desk, a restaurant and sometimes a pool or gym. Some Kigali properties market themselves as "hotel apartments", combining the two.

What the price really includes

Headline rates are hard to compare because each option bundles different things. Three Rwanda-specific points matter.

VAT is 18%. Rwanda's standard VAT rate is 18% on taxable goods and services, according to the Rwanda Revenue Authority (RRA). A quote from a VAT-registered business may or may not already include it, so ask.

There's a 3% tourism tax on accommodation. Since 1 July 2025, accommodation providers in Rwanda have had to charge a 3% tourism tax under Law nº 015/2025. The RRA says it applies to hotels, apartments, motels, lodges, guesthouses, Airbnb, camping sites and similar facilities. It's calculated on the accommodation price excluding VAT and should appear on the provider's EBM invoice.

Airbnb has its own service fee. Under Airbnb's split-fee structure, guests pay a service fee of 14.1% to 16.5% of the booking subtotal. Under the single-fee structure, which Airbnb says is mandatory for most professional hosts, the fee comes out of the host's payout instead, so it's built into the price you see. Airbnb is moving all home hosts to the single fee. Either way, the only number worth comparing is the total at checkout.

The practical rule is simple: ask every option for the total price for your exact dates, including all taxes, service fees and cleaning fees. Then compare like with like.

Utilities matter on longer stays too. For a monthly furnished rental, ask whether electricity, water and internet are included or billed separately. Our guide to monthly apartment rent in Kigali covers this in more detail.

Invoices: the question business travellers forget

If your employer or a project budget is paying, the invoice can matter as much as the room.

Rwanda uses certified Electronic Billing Machine (EBM) invoices. The RRA says every person carrying out taxable activities, whether registered for VAT or not, should use EBM to issue tax invoices to customers on every transaction. Its guidance for accommodation providers asks them to issue EBM invoices with the correct amount, a description of the service and the client's TIN or phone number.

What that means for you:

  • Hotels routinely issue invoices at checkout. If you need your company's name and TIN on it, give them at booking.
  • Airbnb gives you a receipt from the platform. If your finance team needs a Rwandan EBM invoice, ask the host before you book whether they can issue one. Don't assume.
  • Serviced apartments vary. Ask who the invoice comes from, whether it can be in your company's name and whether it will be an EBM invoice.

At Kigali Stays we issue invoices in a company's name. If your finance team has specific requirements, such as an EBM invoice with your TIN, tell us when you first get in touch.

Licensing and peace of mind

Rwanda regulates accommodation more closely than many countries. RDB says every tourism entity, including serviced apartments, needs a tourism operating licence, and it publishes a database of licensed and graded entities on its tourism regulation portal. Applicants must provide documents including fire safety certificates, an electrical safety certificate and insurance, and pass an inspection.

The RRA has also said openly that some people run accommodation informally, owning houses used for accommodation without being registered for business or taxes. That doesn't mean every unregistered listing is a problem. It does mean it's reasonable to ask a host whether the property is registered, especially for a long stay or a company booking. For a hotel or a serviced apartment building, you can check the RDB list of licensed entities yourself.

Flexibility and cancellation

Airbnb publishes its standard policies. For stays of 27 nights or fewer, hosts choose a policy such as Flexible, Moderate, Limited or Firm, and most bookings include a 24-hour cancellation window if made at least 7 days before check-in. For monthly stays of 28 nights or more, a separate long-term policy applies. Under the long-term Firm policy, for example, you must cancel at least 30 days before check-in for a full refund. Cancel later and the host is paid for the nights you've spent plus 30 more nights.

Hotels usually offer a choice between a flexible rate and a cheaper non-refundable one. Check which you're booking.

Serviced apartments and direct rentals set their own terms. Ask what happens if your dates move, whether you can extend, and how much notice you need to give to leave early.

A hotel makes most sense when your stay is short, you value daily housekeeping, or you're landing late and want someone at reception. Our guide to getting from Kigali airport to the city covers late arrivals in more detail.

A serviced or furnished apartment makes most sense when you're staying a week or more, travelling as a group, or need to work properly. We offer 2–3 bedroom apartments for teams, which often work out simpler than booking several hotel rooms.

Airbnb makes most sense when you're comfortable reading listings critically, checking reviews and messaging hosts with detailed questions before you book.

Where to look in Kigali

Kigali is hilly, so location matters as much as the type of stay.

  • Kimihurura is home to the Kigali Convention Centre and has walkable streets with cafés and restaurants. It suits conference visitors. See our guide to where to stay near the Kigali Convention Centre.
  • Kacyiru is the government district, with most ministries, the Office of the President and several embassies. It suits NGO and embassy visitors.
  • Remera lies towards the airport and is home to Amahoro Stadium and BK Arena. It's handy for early flights and arena events.

We can offer or source apartments in all three areas. For a fuller comparison of Kigali's neighbourhoods, including Nyarutarama and Kiyovu, read our where to stay in Kigali guide.
